    Introduction

    At Queen Elizabeth II Medical Centre (QEIIMC), understanding and adhering to the QEIIMC By-Laws are essential for a smooth experience for all staff. Parking infringements are issued in cases where these rules and regulations are not followed.

    Infringement Notice Payment

    Infringement notices are placed on the windshield of the vehicle, detailing the date, time, and nature of the violation. This visibility ensures that vehicle owners are promptly informed of the infringement notice.

    Infringement notices can be paid through the following methods:

    1. Credit Card Payment Online: Infringements can be paid online at Frog Parking by visiting here. Enter the infringement notice number and car registration precisely and with no spaces.
    2. Credit Card Payment Over Phone: Payments can also be made over the phone by calling (08) 6457 1787 8am - 3pm Monday to Friday.
    3. Postal Payment: Payments can be made via cheque or money order addressed to ‘QEIIMC Parking Department’ and sent to QEII Medical Centre Parking Department, Locked Bag 2012, Nedlands, WA, 6009.

    Note: If the fine has progressed to the Fines Enforcement Registry (FER) the QEIIMC Parking Department can no longer accept payments, contact FER on 1300 650 235 to make payment or arrange a payment plan.

    Infringement Notice Appeals

    The appeal process at QEIIMC is structured to ensure fairness and transparency in managing parking infringements:

    Appeal Process

    Individuals who believe their parking infringement was issued unfairly or in error have the right to lodge an appeal.

    Infringement notices can be appealed through the following methods:

    1. Online: Infringements can be appealed online at Frog Parking by visiting here. Enter the infringement notice number and car registration precisely and with no spaces.
    2. Email: Appeal an infringement notice by emailing qeii.parking@health.wa.gov.au. When appealing, it's important to provide all relevant details. Please include the below information;

    - Infringement notice number.

    - Vehicle registration.

    - Driver's full name.

    - Driver's postal address (required for appeal outcomes to be posted).

    - Any relevant supporting evidence, explanations and/or documentation.

    Review by Appeals Committee: All appeals are reviewed by the QEIIMC Appeals Committee, which assesses each case objectively based on the provided evidence and the circumstances surrounding the infringement.

    Outcome Notification: Staff members will receive a letter regarding the outcome of their appeal, via post approximately two weeks after receipt. The letter includes the appeal decision and any further steps, if necessary.

    Information for appellants

    The appeal must be submitted in writing and will not place the regular infringement notice process, including the submission of a ticket to the Fines Enforcement Registry, on hold.

    No member of the QEIIMC Parking Department has the ability to overturn an infringement notice.

    Responses to appealed infringements will be sent to the postal address provided, approximately two weeks after submission.

    All appeals will be reviewed objectively by the QEIIMC Appeals Committee, but the following reasons are generally not accepted:

    • The driver did not realise the time.
    • The driver’s appointment ran over time or was delayed. The majority of visitor bays on the QEII Medical Centre site are boom gate controlled and require payment before exiting. It is recommended visitors and patients who are uncertain of the length of their visit utilise these bays.
    • The driver made the assumption that payment was not required based on allowances from other hospital sites and councils.
    • The signage was confusing.
    • The driver did not see the sign.

    The QEIIMC Appeals Committee will consider all the evidence, information and recommendations made by parking staff when making their decisions.

    Please ensure that the appeal contains the infringement notice number and the car registration details.  Please also nominate the driver and include a current mailing address so that a response to your appeal can be sent by mail approximately two weeks after receipt.  Appeals that do not contain these details will not be forwarded to and reviewed by the QEIIMC Appeals Committee.

    To minimise the occurrence of parking infringements and enhance compliance with QEIIMC’s parking policies and By-Laws, the following preventive measures and guidelines are emphasised:

    • Understanding Parking Regulations:  Individuals are encouraged to familiarise themselves with QEIIMC’s parking rules and regulations. Clear understanding of these rules, including time limits, designated parking areas, and restrictions, is key to avoiding infringement notices.
    • Visible Signage and Information: Adequate signage and information boards are placed throughout the parking areas, offering clear guidance on parking rules. These visual aids play a crucial role in parking and avoid unintentional infringements.
    • Utilising Available Resources: Staff are encouraged to utilise all available resources, including maps, digital tools, and customer service, to plan their parking efficiently. Proactively seeking information about parking availability and conditions can significantly reduce the risk of infringement notices.

    Can staff park in visitor areas?

    It is not recommended that staff park in visitor bays as this affects the amount of staff bays we can have. For example, if more staff park as visitors, we will need to decrease staff parking capacity and increase visitor parking capacity.

    If staff need to attend the QEIIMC site for personal reasons, they are required to pay the visitor parking fees and park in a ‘Pay by Plate’ car park and purchase a visitor ticket from a nearby pay station and clearly display a valid ticket on the dashboard.

    Staff members who are granted a parking permit are issued an RFID tag for their vehicle. Staff members parking in visitor parking can be identified by the RFID tag on the staff member’s vehicle. Parking attendants monitor staff and visitor parking seven days a week. Infringements may apply for incorrect usage of a parking permit.
