The Car Park Efficiency Works are a staged set of infrastructure upgrades to improve vehicle and pedestrian access for staff, patients, and visitors to the existing multi deck car park and surrounding road network at the Queen Elizabeth II Medical Centre (QEIIMC).
Parking utilisation at QEIIMC is at its threshold during peak shift change periods, which has resulted in congestion at the multi deck car park entry and exit points and on surrounding roads. These short-term works aim to relieve critical access constraints while medium- and long-term solutions are considered and progressed.
Stage 1 (short-term works) includes:
- A new visitor car park entry off Hospital Avenue providing access to the at‑grade parking area (Car Park 1) immediately north of the existing multi deck car park
- An enhanced staff car park entry from Winthrop Avenue
- Improved car park exits for staff and visitors to Winthrop Avenue
- Re-surfacing of Car Park 1, including new landscaping and lighting
- Modifications within the multi deck car park and Car Park 1, including removal of bollards and kerbing and the introduction of new pedestrian walkways
- Construction period: August to October 2026
- Practical completion: 30 October 2026
During the works:
- Access to the multi deck car park and adjacent Car Park 1 will be impacted
- The number of available staff parking bays will be reduced
- Temporary changes to vehicle entry, exit, and internal traffic movements will be in place
Users are encouraged to allow extra time and follow all temporary signage
Yes. Measures will be implemented to minimise impacts to staff, including:
- Free public transport access for eligible staff parking permit holders during the short-term works
- A SmartRider will be provided to eligible staff who participate, allowing fully subsidised (free) public transport and use at train station car parks

Yes. Pedestrian access will be maintained at all times. New and temporary pedestrian walkways will be clearly marked to improve safety and accessibility during construction.
Yes. Visitor access will be maintained, including a new dedicated visitor entry from Hospital Avenue to Car Park 1, improving access to visitor parking.
Safety measures will include:
- Clear signage and traffic controls
- Segregation of vehicles and pedestrians where required
- Improved lighting and defined walkways
