The QEIIMC is an intricately run Campus. Its smooth and continuous operation relies on the coordination of multiple business activities and projects. Stakeholder Engagement is paramount to the continuation of the essential services that operate at the QEIIMC. Projects teams should not underestimate the importance of this step in the approval process.
Extensive stakeholder engagement is required before progressing further in the QEIIMC Trust approvals process. A non-exhaustive list of stakeholder engagement requirements can be found below. The project team should undertake consultation with the QEIIMC Trust, and other relevant stakeholders as required, noting that unique projects may require further consultations not listed.
QEIIMC Trust approval to proceed to works will not be granted until all matters below have been resolved or are agreed upon. Projects teams are strongly discouraged from setting specific time frames within contract documentation until discussions have commenced with the QEIIMC Trust.
A full set of architectural and engineering drawings should be provided for review.
Development needs to comply with the QEIIMC Master Plan and Design Guidelines. Deviations from the Design Guidelines will require justification and Trust Architect approvals. Extensive developments (including new builds) will require the submission of the Design Guidelines Checklist to the Trust Architect.
A Traffic Management Plan, designed by a traffic engineer is required. This plan should include pedestrian management and considered detours. Consultation with Main Roads and Councils (if required) should be undertaken before the document is presented to the QEIIMC Trust.
A complete Construction Methodology document (or description for minor works) needs to be provided to the QEIIMC trust for review.
Request for laydown areas for builders compounds or materials will need to be approved by the QEIIMC Trust. Consideration should be taken to access and remediation of areas.
Consideration for waste removal should include volumes and methods of removal.
Consideration for any disruptions to the business as usual of the Campus and its tenants, as well as the neighbouring community.
Consideration for any disruptions to roads and paths within the Campus and its surrounds for the duration of the project.
Any disruption to the grounds and gardens of the QEIIMC Campus will require approval, and an agreed upon remediation design and timeframe.
Any disruption to the Campus signage will require approval, and an agreed upon remediation design and timeframe. Approval will be required for any temporary or project signage.
A complete risk assessment should be provided to the QEIIMC Trust.
Some projects may require an Access Licence. Legal requirements should be discussed at the earliest opportunity with the QEIIMC Trust.
Some projects may require an Agreement for Lease / Lease. Legal requirements should be discussed at the earliest opportunity with the QEIIMC Trust.
Parking on Campus is extremely limited. Contractors are encouraged to find alternate methods of accessing the Campus, or alternative parking arrangements. Contractor parking is strictly restricted to the multi-deck only.
Neither smoking nor vaping is permitted anywhere on the QEIIMC Campus. The project team is responsible for ensuring contractors adhere to this policy.
Contractor access to Campus amenities should be detailed in any preliminary documents and agreed upon with the tenant.
A detailed project communiacation plan should be provided to the QEIIMC Trust and other relvant stakeholders.
Project signage location and design needs to be approved by the QEIIMC Trust.

All relevant Emergency Management departments need to be consulted regarding project work that could disrupt any emergency systems, including evacuation routes, access, emergency services responses and other considerations. QEIIMC Emergency Management should be consulted in all cases, SCGH and PCH as required.
Emergency Management departments must be consulted regarding any disruptions to Campus business as usual.
The project team needs to consult with all relevant NMHS Departments need to be consulted regarding project work that could interfere, integrate or impact their area/s.
Occupational Safety and Health
The project team should consult with NMHS OSH regarding project plans.
Contractors working on Campus may be required to undertake the NMHS induction process. The project team must contact their NMHS Representative.
Contractors working on Campus may be required to hold NMHS Work Permit/s. The project team must contact their NMHS Representative.
The project team must consult with NMHS regarding any works that can interfere or impact on services.
The NMHS Gardens and Grounds Supervisor is required to endorse any plans that propose changes or disruptions to any of the common areas on Campus.
The Gardens and Grounds Supervisor is required to approve the use of any lay down area within the Campus.
Consideration should be given to any disruptions to the gardens, grounds and services within.
Any changes or disruptions to the gardens and ground will require an approved remediation design and timeline.
Consider the impacts of the project on the security operations of the Campus. Security Departments of NMHS or PCH should endorse plans as required.
Consider the impacts of the project on the general secuirty of the Campus. Discuss with Security (NMHS/PCH) as required.
Consider the impacts of the project on the security cameras around Campus. Discuss with Security (NMHS/PCH) as required.
Consider if the project will disrupt any security services. Discuss with Security (NMHS/PCH) as required.
The Capital Works Coordination Group meets monthly to discuss Campus projects and the interfaces between them. The project's representative should notify the group at the earliest instance of the project details.
The QEIIMC Campus is situated within the City of Perth local council. The project team should liaise directly with the City of Perth for any development licences and approvals.
The project team should liaise directly with St John Ambulance if the project will have any impact on ambulance access to either Sir Charles Gairdner Hospital or Perth Children's Hospital emergency departments.
The project team should liaise directly with the Department of Fire and Emergency Services as relevant to their project.
The project team should liaise directly with the Public Transport Authority if the project will have any impact on bus stops or buss access to and through the Campus.
The project team should liaise directly with Main Roads WA for any impact to surrounding roads, and any relevant traffic management plans.
Projects may require liaison with other agencies, organisations or departments. Project teams should ensure they have consulted within their own organisation.
The project team is required to liaise directly with other Campus tenants regarding their project.
If required, the project team should inform the neighbourhood of disruptive works, including road closure and noisy works.
The project team will need to consider the implications of their individual leasing arrangements on potential development. The project team should contact the lessor in the first instance to discuss the proposal.
